Subject: Exciting Updates for 2025!
HOGA Members,
We’re excited to let you in on what’s coming for the 2025 season!
HOAKS Cup is Back!
The 2024 HOAKS Cup was a hit, so it’s sticking around for 2025! We’re tweaking the points system to make it even better. Points will grow based on how many players show up, so bigger turnouts mean bigger rewards. Everyone earns points, no matter how they finish, but those who win on busy days will get an extra boost.
Monthly Format Shakeups
Next year, we’re adding a little variety to our monthly play. Once a month, we’ll mix things up with formats like blind draws (before and after the round), two-person scrambles, and a few other fun ideas. No worries—we’re not doing anything too wild, like throwing balls or using putters off the tee. To make things easy, we’ll give you a calendar with the dates for these formats, so you can plan ahead if it’s not your thing.
More Tournaments, More Fun!
We’re kicking off the year with a bang—a two-person team tournament starting January 3rd! It’s a multi-week event that runs alongside our regular Monday/Wednesday/Friday rounds. Pick your partner and join in for just $50 per person, with all entry fees going back into the prize pool. First, second, and third-place teams will take home the cash! (Details below.)
Balancing Tradition and Fun
We know the traditional format is a favorite for many, and we’ll keep plenty of that too. Our goal is to blend classic play with new twists, so there’s something for everyone to enjoy.
Thanks for being part of HOGA—we can’t wait for another fantastic year of golf with all of you!

Heritage Oaks Golf Association (HOGA) Two-Person Team Match Play Tournament
Starting Date: January 3, 2025
Sign-Up Deadline: December 27, 2024
Partner Selection
- Each team may select a partner from among HOGA members. Teams must remain the same throughout the tournament.
Entry Fee
- Fee: $50 per person, covering participation and prizes.
- Payouts: All entry fees will be distributed as prizes for the 1st, 2nd, and 3rd place teams.
Tournament Structure
1. Format: Bracketed, two-person team match play tournament.
- Play Schedule: Matches will be held during regular HOGA playdays (Monday, Wednesday, Friday).
2. Match Scheduling:
- Once a team wins their match, they must schedule the next round with their new opponents within three regular playdays.
3. Advancement:
- Winning teams advance in the bracket. The tournament continues until one team is crowned champion.
Match Rules
1. Handicapping:
- Teams will use the HOGA points system as their handicap. The difference in points between teams is applied as strokes, allocated on the hardest holes according to the points difference.
- Calculate average points for each team:
Team A: (32 + 30) ÷ 2 = 31
Team B: (25 + 25) ÷ 2 = 25
- Find the difference: 31 - 25 = 6
- The team with the lower points (Team A) gets 6 extra strokes.
- These 6 strokes are used on the 6 hardest holes on the course.
- On these 6 holes, if Team A ties Team B after using their extra stroke, Team B wins that hole.
2. Scoring:
- Matches will run concurrently with regular HOGA play. All players must hole out on each hole—no concessions allowed. Match play scores will count toward regular stroke play totals.
3. Tiebreaker:
- If tied after the final hole, a sudden-death playoff will occur on holes 1 and 9, alternating until a winner is determined. If still tied after four playoff holes, the match will proceed to the island hole, with closest-to-the-pin determining the winner.
Substitution Policy
1. Substitute Player Rules:
- Substitutes are permitted if a team member cannot play within the three-playday limit.
- Substitute players must have a comparable handicap (within 3 points) to the absent player and be pre-approved by the tournament committee based on current points. The committee has discretion to reject substitutes if they feel it would unbalance play.
- Substitutes may only play for one team during the tournament and may participate in no more than two matches as a substitute.
2. Emergency Substitutions:
- For unforeseen issues (e.g., illness), teams may request a substitute at any time before the match, subject to the agreement of both teams and the tournament committee.
- Emergency substitutions are limited to one per team throughout the tournament unless explicitly approved by the tournament committee for extenuating circumstances.
Scheduling Conflicts
1. Team Communication:
- Both teams are responsible for coordinating their match within the three-playday limit. Teams must inform Dick Ryan of the scheduled play date, which will be posted on the schedule.
- Teams should avoid excessive rescheduling and may forfeit if they fail to complete matches in a timely manner.
2. Unplayable Delay:
- If teams cannot find an agreeable time, the tournament committee will assign a play date on the next available playday. Failure to appear may result in forfeit.
Tournament Committee
- Committee Members: John Loiselle, Dick Ryan and TBD
Playsheet
Local Rules
1. **Out of Bounds or Lost Ball**
If a ball is lost or out of bounds, the player may take relief with a two-stroke penalty instead of stroke and distance. (Watch Video: https://www.usga.org/content/usga/home-page/rules-hub/rules-modernization/major-changes/golfs-new-rules-stroke-and-distance.html
Relief must be in the general area, not closer to the hole. Once dropped, the original ball is out of play, even if found. This rule cannot be used if the ball is in a penalty area or if a provisional ball has been played.
2. **Cart Path Only**
When "Cart Path Only" is in effect, players may lift, clean, and place their ball within one club-length of its original spot in the general area, no closer to the hole. The ball must be placed, not dropped, and stay in the same general area. No placing in penalty areas, bunkers, or on the green. The ball may not be placed in a way that provides an undue advantage.
3. **Hole 16 Relief for Lost Ball in Soggy Conditions (No Penalty)**
If a ball is lost due to soggy conditions in the general area, players may drop a new ball or the original within one club-length of the agreed-upon location. All group members must agree on the spot. No penalty is assessed, and relief may not be taken in bunkers, penalty areas, or on the green. This rule only applies to Hole 16.
4. **Failure to Hole Out - USGA Rule 3.3c**
Players must hole out on every hole. In Heritage Oaks Golf Association rounds, exceptions apply only when putting for a score worse than triple bogey, allowing the player to pick up. Failure to hole out results in a minus on the score. If not enforced, the group is disqualified for the day.
5. **Lift, Clean, and Place in the Fairway**
Players may lift, clean, and place the ball within one club-length of its original spot in the fairway. The ball cannot be placed in penalty areas, bunkers, rough, or on the green.
6. **Roots**
No relief is granted if roots interfere with your stance or swing. However, you have the option to declare your ball unplayable and take a one stroke penalty. Drop the ball within two club-lengths of where it originally lay, without getting closer to the hole. Or replay the shot from the original spot.
7. **Railroad Ties or Fencing**
If your ball is beyond the front edge of railroad ties or fencing, it is considered out of bounds. If the railroad ties or fencing interfere with your swing and your ball is inbounds, you are allowed one club-length of relief, as long as it is not closer to the hole.
